    Data compiled by Anderson showed that since 2004, lot rents have risen between 15 and 87 percent, while the consumer price index rose 11.2 percent each year.


    "We're treated as if we're a closed market," Anderson said. "We're not a closed market. We're a captured market."

    That captive situation exists, Anderson added, because it costs up to $20,000 to relocate a manufactured home from one park to another.
    And many mobile-home dwellers are retirees, widows, senior citizens and veterans living on tight budgets.

    The hearing is scheduled for three days in the Council Chamber at City Hall. Afterward, the judge will decide whether the owners of Besaro Mobile Home Park may increase rent by 43 percent for many of the tenants. The judge's decision can be appealed.

    The city's rent-control law caps annual rent increases at 3 percent, although property owners may apply for a "major rent increase."

    The park owners have said rent control prevents them from making a fair profit on the land, which they say is worth $68 million. Besaro turned a $1.09 million profit in 2006 and a $1.18 million profit in 2007, according to records filed with the city.

    The average Besaro tenant pays $669.55 in monthly rent, but the landlords are seeking $895, while making exceptions for some very low-income seniors. In their filing with the city, the property owners cited that the average rent is $715.81 at Niles Canyon Mobile Home Park and $782.47 at South Lake Mobile Home Park, both in Fremont.

    The Oliveiras live on a fixed income and say it could be devastating if rent control is reppealed.

    “It would give owners free rein,” said Louis Oliveira. “They could charge us what they want.”

    “We definitely need rent control,” said John Tramontana, 68. “I moved here to relax and enjoy the rest of my life, after working all my life.”

    The town’s other manufactured home community, Oak Point, has an agreement with the town to cap increases at the Consumer Price Index, according to Town Manager Charles J. Cristello. For the Boston area, the CPI increased 3.5 percent from 2007 to 2008, according to the U.S. Department of Labor’s Bureau of Labor Statistics.

    Fuller said trailers constructed after the mid-1970s were better built and much safer, and that was part of the reason for the changes to the ordinance.

    “So if it’s (a manufactured home) 21 years old, you can’t move it?” Dahle asked.

    “Yes,” Fuller answered.

    Dahle then factiously suggested the county should notify those who own older manufactured homes their homes are worthless because they can’t be moved, even if they are upgraded and brought up to current building code standards.

They can be listed and sold by any licensed Realtor. The remaining one-third of manufactured homes, about three million, are located in manufactured home communities. In Florida, and perhaps other states, you need a separate license to list and sell manufactured homes on leased lots, since they are considered personal property. No problema. The license is easy and inexpensive to obtain.
